Popeye is a Japanese lifestyle and fashion magazine created in 1976. It often features American culture, hence the name. 

This particular edition is from October 1983 and features Wild Style the movie. They were touring Japan to promote the movie. It features a 2 page article with information about the movie as well as Hip Hop culture, which was very new at the time. 

This piece is historical because up until this point, Hip Hop was very local, New York culture. After the Wild Style tour in Japan, Hip Hop became a global phenomenon. 

Condition of this magazine is great with minor discolorization. Quite hard to find in Japan these days.
